Latest News – Warnham Neighbourhood Plan wins commendation for Planning Excellence

The Royal Town Planning Institute South East held its annual ceremony to present awards for Planning Excellence at the Spinnaker Tower, Portsmouth on November 21, 2019. Horsham District Council and Warnham Parish Council were delighted to receive a commendation for Excellence in Plan Making Practice for the Warnham Neighbourhood Development Plan. The award was especially welcome as much of the competition was against established planning consultancies and large town authorities.

The Warnham Neighbourhood Development Plan is a planning document that sets out how the community would like the parish to develop over the next 15 to 20 years or so. It sets out policies relating to how land is used and developed, rather like Horsham District Council’s (HDC) District Planning Framework but at a much more local level.

It will ultimately set the criteria against which any new planning applications will be judged, hence it has to undergo a number of formal processes to ensure it is robust and well-evidenced. This includes an independent examination and a public referendum. If successful, the plan will be adopted by HDC as part of its Local Plan and Warnham will have set out its detailed policies for future development in the parish.

The plan can give us a much greater say on how we want Warnham to be for future generations: including how new housing is integrated, what it should look like, which land should be set aside for leisure uses, what green spaces should be protected or where new ones should go.

The Plan is formally led by the Parish Council, however, a Steering Group comprising both members of the public and local councillors has been established to work with the community and write the plan.  Members of the public are very welcome to attend the regular planning meetings and details of these can be found in the Meetings and Events page.

The Referendum

The Referendum was held on Thursday 13th June 2019. The Plan received a ‘Yes’ vote at the Referendum and was ‘Made’ at Horsham District Council’s Full Council Meeting on 26th June 2019.

The local community voted overwhelmingly in favour of the Plan. The turnout was 34% with 442 votes for ‘Yes’ and 131 for ‘No’.

It follows that significant weight can now be applied to the Warnham Neighbourhood Plan when determining applications in Warnham Parish.
